The NYC Taxi & Limousine Commission (TLC) governs Yellow medallion taxis, Green boro cabs, the high-volume FHV class that includes the ride-hail apps, and traditional for-hire bases — each with its own trip-record submission schema, driver wellness rules, and accessible-vehicle quotas. Outside the city, upstate counties license at the county level; large operators in Westchester, Nassau, and Suffolk run consolidated bases with airport ground transportation contracts at JFK, LaGuardia, EWR, and ISP. Dispatch software in New York has to be TLC-compliant out of the box — anything less leaks money in compliance overhead.
