Which authorities license the most vehicles?
Two authorities dominate for different reasons. London is simply the largest market. Wolverhampton is the national outlier: it licenses far more private hire vehicles than its population implies, because drivers and operators working elsewhere licence there.

Density per 1,000 residents is the fairer comparison for an operator sizing a market. The national median is 2.62.
How does taxi and private hire licensing work in England and Wales?
Three separate licences sit behind a legal private hire journey, and they are issued by the local licensing authority rather than nationally:
- The operator licence
- Permits a business to accept and dispatch private hire bookings. This is the licence that carries the record-keeping duty: the authority specifies which booking details you must retain, and that list differs from area to area.
- The driver licence
- Held by the individual, after background screening and — depending on the authority — a topographical assessment, an English-language standard, safeguarding training and disability awareness training. Every driver therefore carries a set of expiry dates, and an expired one makes the journey unlicensed.
- The vehicle licence
- Attached to the vehicle, subject to local age or emissions standards, testing frequency and in some areas CCTV conditions. Hackney carriage numbers may be capped by the authority; private hire numbers may not be.
Why does this matter when choosing dispatch software?
Because the operator licence obliges you to produce specific booking records on request, and the driver licence obliges you to know that everyone you dispatch is currently licensed. Both are software problems in practice. A booking record that cannot hold every field your authority asks for leaves you reconstructing evidence by hand at renewal or during a compliance visit, and a driver list without expiry tracking means the first time you learn a licence lapsed is when someone else tells you.
Hackney carriages and private hire vehicles also behave differently commercially. A hackney carriage may be hailed or wait on a rank; a private hire vehicle may only be pre-booked through a licensed operator. The mix in your area therefore decides how much of the trade passes through a booking channel at all — which is why each authority page below leads with that split.
